Description:
Lazarus can't find configuration files in Win32 user's home directory.
This happens always if the name of user's home directory contains international characters which maybe UTF-x encoded internally by ide.
- opening files by shell extension (double-click or local menu) generates messages about package installation errors and so on
- user must pass lazarus installation directory name as configuration directory on the command line to work
