This patch adds Oracle transaction support in SqlDB.
Please note that with ORACLE, once a transaction handle has been allocated, one
can start then rollback or commit as many time as needed with that handle as
long as this one has not been freed. An item has been added to the TConnOption
located in sqldb.pp "sqReusableTransHandle", so that TSQLConnection can use it to
signal this fact, as done by the TOracleConnection.
TSQLTransaction.Commit and TSQLTransaction.Rollback now check this flag
and free FTrans if and only if "sqReusableTransHandle" is not present in the
"ConnOptions" property of the connection.
