This is a bit of "future-feature-request" than anything else.
It seems that FPC and Lazarus are preparing to implement "binary" packages.
I think it would be a good idea if the packages are made as multi-platfrom from the start. Instead of "-win32" "-linux" etc. users will be able to download one .lbp (or .lcp ? :) ) and use that.
Implementation wise I'd use a packed list of directories like:
x86-linux
x86-win32
x86-win64
x86-freebsd
etc.
with a config .xml or .ini file in each and also one common (with a list of platforms and perhaps common options)
Making such a package could be done via some tool or even simple manual packing/placing.
Ofcourse it's just a draft of idea.
