BGRABitmap to TImage in Scroll Box does not work properly onmousedown GTK2/Gtk3

Description:
If a TImage is being drawn on from a BGRABitmap buffer inside a scroll box, it behaves normally providing the mouse is not down.
When mouse is down, and the scroll bars are in position 0, mousemove with mouse down events are fine.
Scrolling to the far right, or down to the bottom, reveals that the logicalclientarea has problems dealing with mousemove events when the mouse is down, in areas previously outside of the clientarea.
Steps to reproduce:
This can be reproduced, on my computer (arch linux, gnome3, gtk3), by running the example program I uploaded to this bug (using widget set gtk2).
It does not seem to have the same effect with the win32 widget set, so I suspect gtk2 involvement.
Additional information:
I'm not sure how to set severity in bug reporting. It's a major bug for my purposes, but I understand that in the big scheme of things it might be minor. I also don't know if packages is the right place to put this... Be patient, I am new to this bugtracker system!
