When you compile an application which depends on a designtime-only package, the ide does not compile that designtime-package. But as it is now, it will try to compile the packages the designtime-package itself depends on.
So, in fact, it will always try to compile the LCL if a designtime package depends on the lcl. That's a problem when the LCL is not available for a specific target.
Attached patch fixes this.
