Serious speed issues with regard to PosEx

I recently updated my FPC. Consequently, my IMAP service uses up too much iterative time parsing a simple 2M Base64 encoded file, breaking it up into a String Array. Included program with modified method takes less than .5 seconds. FPC's takes over 1 minute!
My server examines processes for hung or processes that consume too much iterative time and kills them. So I had nodes constantly rebooted when a user had any email over ~800kb :-(
This is a recent problem. I have attached a sample program to examine the current PosEx and the one I presently wrote to replace FPC's.
