Daylight Saving affects build scope (system clock adjustment is a workaround)

Description:
Immediately after daylight saving came into effect on 30/03/2014 the compiler began building all packages (details attached in uploaded file). Perhaps not a problem to some, but my installation does not currently build correctly. The problem occurs with all projects I build, even new empty ones.
Steps to reproduce:
Attempt to compile any project under Vista with system clock daylight saving option checked on and date/time after 12:59:59 am on 30/03/2014. Note that after every full compilation I restored the installation to its initial state. If users have an installation that compiles all packages without error then they may have this problem without it stopping them working.
Additional information:
Setting the system time prior to the daylight saving change (and restoring my FPC/Lazarus installation to it's initial state) allows successful compilation as normal. Unchecking the daylight saving option and setting the correct time also allows normal compilation. Plainly this is a valid workaround which I will be using, so not an urgent problem to me. I tried moving the system clock to immediately prior to implementation of daylight saving and allowing it to move into daylight saving. This resulted in a dialog showing all files and dependent packages had been modified on disk and asking whether I wanted to reload.
