compiler_cycle error when building under i386-darwin

Some change introduced after Rev 29074 has broken the stage 3 compiler bootstrap process for fpc (I start with a fpc for 2.6.4, and then use the makefiles to build the 2.7.1 compiler).
At a certain point I get the following in the log file:

Note I don't get this error when bootstrapping for darwin/x86_64
