THeaderControl has a wrong mousecursor when leaving the boundaries folloed by releasing the mousebutton

Description:
When you drag a headercontrol section, and move the mouse up or down outside of the boundaries of the control, followed by releasing the mousebutton, the default mousecursor will be that of crSizeWE
A fix that seems to work is placing the code
cursor:=FSavedCursor;
inside headercontrol.inc at procedure TCustomHeaderControl.MouseLeave;
