gtk2 totally breaks GUI with UTF-8 characters

While I was using IDE compiled for gtk2, everything was fine (except filename handling). But when I tried to compile my program for gtk and win32 widgetsets, I found than gtk2 uses utf-8, while gtk and win32 use koi-8 and cp1251. And program with russian interface written in gtk2 IDE (snapshot1) is totally unusable with gtk and win32 widgetsets (snapshot2). Now I have to maintain two versions of my program: utf8 and non-utf8.
Lazarus source editor also uses utf8 when compiled with gtk2, so I even can't edit russian text with gtk source editor - I need to recode source.
