include of foo/bar.inc doesn't work if foo not in current directory

If the include statement includes a directory (like this):
{$INCLUDE foo/bar.inc}
and foo isn't in the current directory the compiler can't find the include file even if the directory containing foo is specified via -Fi. For example, if foo is in the parent directory then fpc -Fi.. test.pp fails with the error
Can't open include file "foo/bar.inc".
However, if foo IS in the current directory the compilation succeeds.
