Lazarus on VNC with NEO layout: some (important) keys are ignored in Code Editor

I'm using Lazarus over VNC on Linux. Also I'm using NEO keyboard layout.
With this combination I cannot type characters like ':', '(', ')' and many others on NEO's third layer. But some keys ('[', ']', '', '/', '-' ) of this layer work. Other layers (upper and lower greek ones) are also affected. Other input controls (like edits) behave as expected. It also works correctly without VNC.
This also happens in a test LCL application which has a SynEdit component, but there I can not use ANY key of the third and the greek layers.
I can also reproduce this (more limited) with QWERTZ and VNC: Caps Lock, # and + are ignored in SynEdit (Shift, ' and * work). I don't know about QWERTY.
