WIN2k win32 IDE errors with SIGSEGV when entering debug with hello world test

Description:
Win2k hello world program errors at run time program raised exception class external SIGSEGV.
It compiles fine under build all but run works to the compile ( like build all) but errors with
SIGSEGV when trying to run. Now if I close the sigsegv message box and close the view of the assembler dump and then select run again it doesn't recompile but starts running without error. Running the compiled project exe outside the IDE works.
