GLBumpShader doesn't work at runtime.

I can't make working GLBumpShader at runtime.
If I set "true" the "DesignTimeEnabled" option, I can see the right normal map in the scene, but when I run the compiled project I see only a black/white form (e.g. glcube).
Additional information:
If I set GLMaterialLibrary1.Materials[0].Material.Texture.shader:=''; I can see the "normal" texture on the form, but a simply flat texture.
PS In attachment a simple example, zipped and splitted with 7-zip.
