Description:
(splitted on Michael's request in #18050 )
Documentation is different if the order of units on the fpdoc cmdline is not proper. This because documentation is generated with references to types that are not defined yet.
A side result is that one can't simply let a script do a find on xml files in some document dir, and then generate a fpdoc cmdline from it.
This also applies to other systems (like fpmake/fppkg) that would call fpdoc with automatically generated cmdlines.
They need to have some setting to force order.
Steps to reproduce:
Example is the Lazarus LCL docs/html/build_lcl_html.sh script that I fixed for this problem.
Mess with the PreorderUnitLists settings and compare the output
