Delphi compatible Widestring syntax does not show correctly on Windows

Description:
When a .lfm form file has a caption defined as:
Caption = 'Label1='#1051 (closed)#1077 (closed)#1081 (closed)#1073 (closed)#1083 (closed)'1'
on Windows platform it shows as question marks 'Label1=?????1'.
On Linux it shows correctly as cyrillic text 'Label1=Лейбл1'
Note that this is not a character encoding issue in its real sense.
The file has UTF-8 encoding. The Widestring text is another markup syntax inside an UTF-8 encoded file.
Tested with Windows 7 and Windows XP (under VirtualBox). Both have the same problem.
A test application is attached.
