Summary0019811: SynEdit, scrooling moves to top, if in "scroll past eol" area
DescriptionAs reported by BorisZanin
http://lazarus.freepascal.org/index.php/topic,13971.0/topicseen.html

Have found one more unusual behaviour of the editor. The repro is the following:
1. Set an option Options, IDE Options, Editor, Scrolling, Scroll past end of file
2. Open a lengthy source code file (something near 1000 lines)
3. Jump to the end of file
4. Using mouse begin selecting piece of code from the middle of opened page and drag the mouse arrow to the bottom of the window (to the statusbar of the window).
5. And here it is: for some reason vertical scrollbar jumps to the beginning of the file and (because of the mouse pointer is in bottom) continues to UNselect selected text from the beginning of the file to the end.
