Description:
See issue #20107
If codetools does not need to take any action (because the desired result already exists / e.g. code to create by completion does already exist), then currently codetools returns a copy of the current location as jump target.
codetools may also return the current location as jump target, but after an action was performed.
Therefore the calling code can not know the difference.
If a jump (even to current location) is performed, this may (and should) trigger additional centering of the synedit screen around the jump-to-target location.
This centering is not desired, if no jump was needed.
Therefore it is essential that calling code can differentiate between jump and no-action.
