TOpenDialog.execute crashs with Runtime Error 217 if preview is enabled in Windows Explorer

a call to TOpenDialog.execute crashs with runtime error 217 if
a) the preview is enabled in the windows explorer
b) the user has not sufficient rights for the file the mouse is hovering over
e.g. C:\windows
c) there is an application registered to preview the selected file type (in my case Excel)
Hovering over a file symbol/name (in the upcoming explorer) with the above-mentioned properties for less than two seconds will cause a run-time error 217
Steps to reproduce:
simply call TOpenDialog.execute under the named conditions
