Clicking in gutter does not always select the line

It usually takes two clicks in the line-number part of the gutter to select a line. The first click merely positions the cursor to the beginning of the line you clicked.
The exception to this is if text is selected elsewhere in the editor window. If that is the case, then the line you clicked on is immediately selected.
Steps to reproduce:
- Make sure text is not selected elsewhere in the editor window.
- Click on the line-number part of the gutter to select a line.
- The line does not 'appear' to be selected.
Additional information:
Notice I said in step 3 above that it does not 'appear' to be selected. I discovered by accident that it actually IS selected, you just can't see it.
For instance, try this:
- Select a few lines of text into the clipboard from anywhere
- Make sure text is not selected elsewhere in the editor window.
- Click on the line-number part of the gutter to select a line.
- The line does not 'appear' to be selected.
- Press Ctrl-V to paste
- Notice the original line is now gone and has been replaced by the text in the clipboard.
So the line actually was selected.
