Summary0031476: Qt: TOpenDialog/TSaveDialog cannot open/save into shared paths
DescriptionQFileDialog does not support shared (UNC) paths, so or use static getFileName() and others or implement it as it is implemented in win32 ws, since static Qt functions does not support events from open/save dialogs.

1. Implement open/save dialog as copy one from win32 implementation under win32 (should work ok)
2. Use QT_NATIVE_DIALOGS by default on win32 (no events from dialogs)
3. Test if this is needed on Qt5 too.
