Description:
This is an IDE design time issue.
On Linux (Lazarus Gtk2), if the property (top/left/width/height) is currently selected on the Object Inspector, the property is 'locked' to be modified by dragging with the mouse.
I may be either a feature or bug. But this behavior is inconsistent between Linux and Windows. I tested it on:
- Lazarus 1.8.0 64-bit Gtk2 Ubuntu Mate 17.10
- Lazarus 1.6 Win32 Windows 7
Steps to reproduce:
- File > New > Application
- Drop a TPanel to the form
- Resize the panel by dragging the handles
- It works
- On the Object Inspector > click Width (of the panel)
- Resize the panel's width by dragging the handles
- It doesn't work on Linux, but works on Windows
Additional information:
Some said the 'locked' behavior is feature not bug, you can read more on this discussion:

But Martin said the 'locked' behavior is a bug and does not exist on Windows:
