Lazarus "double instance check" incorrectly prevents IDE from being started

Description:
I have several installations (with individual config dirs).
Each installation is set to "Multiple Lazarus instances" = "Always start a new instance"
So whatever I have running, starting a new instance should always work.
But, if I managed to "hang" (some endless loop) one of the instances, then it is no longer possible to start a new instance. (Hence I can not find whatever caused the hang, because I can not run an IDE to debug the one that hangs.)
The newly starting IDE simple shows a dialog that the current instance is "not responding", and then exits.
It should start instead. (IMHO, it should not even check if there is a current running instance)
