In the documentation it says:
It starts the thread if it was created in a suspended state.
But that should be
It starts the thread if it was created with CreateSuspended false.
(or at least "It starts the thread if it was created in a NON suspended state.")
The actual thread is ALWAYS created as suspended in Create() but it will ONLY be started in AfterConstruction when CreateSuspended was false.

(In code it says "if {...} and not FInitialSuspended then Resume")
