Windows OS: Autosized forms hide menu with bsDialog

I really like the autosize functions and anchoring. In general this works great for designing on one DPI and executing on another. However, there seems to be an issue where placing a menubar on an autosized form that has BorderStyle = bsDialog or BorderStyle = bsSingle - the menu bar is not displayed. Things work better (but the form sizes jump around if one chooses different pages of a TPageControl) if one chooses bsSizeable.
I am not sure if this is a Windows-Widgetset issue or an LCL issue. It seems related/identical to
https://bugs.freepascal.org/view.php?id=35858
however, I do not have the same behavior on MacOS Cocoa.
