install.sh shell script cannot install FPC when run inside Dockerfile

I am trying to create Dockerfile to automatically build application and and deploy it in Docker container. However install.sh shell scripts always stop following line
Install prefix (/usr or /usr/local) [/usr] : No native FPC found.
Steps to reproduce:
- Create file name Dockerfile with content as follows
FROM ubuntu:bionic as dev
RUN apt-get update
RUN apt-get install -y build-essential wget
RUN wget https://sourceforge.net/projects/freepascal/files/Linux/3.0.4/fpc-3.0.4.x86_64-linux.tar
RUN tar -xvf fpc-3.0.4.x86_64-linux.tar
RUN TERM=linux fpc-3.0.4.x86_64-linux/install.sh
- Build Dockerfile
$ docker build . -t hello-world
Mantis conversion info:
