Why an external link for a screenshot?
You can simply attach it to the bugreport.

Is that an "out of the box" installation? With *NO* extra packages installed? No (anchor or other) docking?

Does the white border belong to the window, or is that added by the capture software?
Especially the large white space at the bottom, with the thin black line in it. Is that part of the window??

Can the window be moved around on the screen?
Have you tried to close it, and open it again?

Have you tried if there is a pop-up menu (right mouse)?
When you go to menu: Tools > Build IDE: Does the scrollbar in the window change?

What is your exact Windows version?
run winver.exe
Do you have a "high contrast" or "dark" or other windows color scheme selected?

Go to your config, usually in C:\Users\USERNAME\AppData\Local\lazarus
(you can check the location from menu: view > ide internals > about ide)
Rename the file environmentoptions.xml and test again.
The IDE will create a new environmentoptions.xml, please attach this new file to this report.
