Append not existing file

Description:
According to doc's "If the file didn’t exist, it will be created, contrary to the Turbo Pascal implementation of Append,where a file needed to exist in order to be opened by Append." but if you try to run the simple program:
var f:text;
begin
assign(f,'fff.txt');
append(f);
writeln(f,'test');
close(f);
end.
and the file fff.txt will no exist, you'll get a RunTime Error 2 (file does not exist)
