Description:
A little while ago, I upgraded Windows from Win 8.1 to Win 10 home and I've been observing the problem ever since.
I've tried reinstalling Lazarus (latest version) in the 64 bit version, and it works if I remove all information from previous installations.
The problem does not arise here.
It occurs after I shut down the computer and then reset it, and I watched after the startup (and having waited until all sub-processes are ready. Lazarus starts up, from here it mews the error that it can't properly swatch and it can't find its configuration file even though I manually select it in the directory it resides in the Compiler settings.

Sounds like he had two installs, one standalone FPC and one embedded in lazarus.

Probably both in the path -> fpc.cfg conflict.
