This may be an issue with the installer from "apt"?

Do you build via: Tools > Build Lazarus?

You can (Package menu): uninstall all fpdebug and LazDebug*FP* packages.

Or you can make sure fpdebug is in the list of installed packages. Then (via package menu > open package from lpk) open the package fpdebug (so the IDE does know where it is located). And do a "clean" rebuild (configure build Lazarus)

---------------------
I believe the issue is either in the apt installer, or caused by a previous installation that was not proper removed.

It is unlikely that the issue can be fixed here. You may want to seek additional help on our forum.
