Deleting a package and then removing it from package tree causes "save file" dialog to popup.

When you first install some package into lazarus, then manualy delete (as the directory) and after that you try to uninstall it from the package graph, you get a file save dialog window asking you to save the "deleted" package file. If you refuse it won't uninstall. If you save it will create a 0 sized .lpk and then uninstall.
Steps to reproduce:
Install a package. Manualy delete the package from your disk. Open Lazarus, components/package graph and right click on the package/uninstall.
