xmlread fails on two conditions

Description:
The xmlread unit can't always open a file written with the xmlwrite unit. If the file contains a reference to a stylesheet, xmlread will fail reading on that line.
If the XML doc starts with:
&LtPos;?xml version="1.0"?>
&LtPos;?xml-stylesheet type="text/css" href="tax.xml.css"?>
It results in the following error:
(line 2 pos 3): "&LtPos;?xml" processing instruction not allowed here
Also, I've found that text segments containing certain characters are broken into separate lines. It appears to break the text node up at every semicolon. This may be per XML spec, I'm not sure.
