Description:
According to the documentation, SysUtils.EncodeDate and SysUtils.EncodeTime return 0 if the given arguments are out of their respective range.
In truth, a SysUtils.Exception is raised.
Well, I don't have a problem with raising an exception (at least when this behaviour is documented), but in this case shouldn't it be SysUtils.EConvertError instead of an instance of the base exception class?
